Police chief issues warning about sex offender

In the interest of community safety, Chief Bill Closs of the Kingston Police has alerted the public about the release of a repeat sex offender to a halfway house in Kingston.

Samuel Shepherd, 57, was released March 31 after serving time for breaching a supervision order. Shepherd has eight convictions for sexual offences on males between 14 and 19 years. These offences pertain to approaching young males and offering them either drugs or employment and luring them to a secluded area where he sexually assaults them. On the last sexual assault, he served three months and his five years pre-sentence custody.

Shepherd will be residing at the Portsmouth Community Correctional Centre at 508 Portsmouth Ave. He is subject to a number of conditions that include no contact with persons under the age of 18 years and not attending areas where minors may congregate, which include parks, playgrounds, school grounds, and bathing areas. He is also not to be on the grounds of a library or mall unless accompanied by a responsible adult approved by his supervisor.

Shepherd is a white male, approximately 5-feet, 11-inches, about 218 lbs., with brown hair (currently head is shaven) and blue eyes.

The Correctional Service of Canada, with the assistance of the Kingston Police, will monitor the conditions of his release.
